How to measure cleaning service's work effectiveness?

Hi, I have an ignment to make a rating scale to measure work effectiveness of cleannng service. I need help to find some indicator that can be rated and observable. This far I've found 2 indicator: time management and outcome of the wok. I need few more. Thanks
